In 1922, Benito Mussolini took over power in Italy as the country was slipping into irreversible chaos.
By 1929, he had so much power that he became dictator. He was referred to as "Il Duce" ("the Leader") of Italy. After a decade of advocating peace in Italy, Mussolini had intentions of turning Italy into an empire. The height of his power came in 1936, when Ethiopia surrendered and Mussolini had achieved his goal of creating an empire.

By the late 1930's, Italy and Germany were allies. Mussolini allied himself with Hitler, relying on the German dictator to promote his leadership during WW2. Out of all the countries in Europe, Germany had been the only country to support Mussolini's attack on Ethiopia.
In 1939, Mussolini entered into the "Pact of Steel" with Hitler, which tied the two countries together in during war. Also included in this pact was Japan. Their Emperor "Hirohito," signed an anti-comintern pact, which was a treaty between them.
